Why not publish a fixed lead time?
Because it is accurate for part of the year and wrong for the rest, and the period when it is wrong is the period when you take the most orders. A date derived from what is already in the queue is right in both seasons and does not need anybody to remember to change it.
What should the system not decide?
The promise. Capacity estimates are wrong in both directions and the bench knows things the queue does not, so a date the workshop never agreed to has moved the problem rather than solved it. The queue proposes; somebody who can see the work confirms.
What is the first thing worth automating?
