Do you redesign or start from scratch?
Usually neither at first. The useful first step is establishing what is actually going wrong, which is frequently narrower than a redesign and considerably cheaper. A Rome store losing customers at one step does not need a new visual identity; it needs that step fixed.
How do you know a change is an improvement?
By measuring it where the volume supports measurement, and by reasoning honestly where it does not.
