A customer who has to leave to find out whether something applies to them frequently does not come back, and the link was cheaper to add than the sentence but costs considerably more. Downtown and East Village is where a good deal of this sits in San Diego. The businesses there run on craft brewing and beverage, and that produces the requirement above as a consequence of how they sell rather than as a choice somebody made about the store. None of this is a separate accessibility exercise. A page that is legible in daylight, operable with a keyboard and readable in an order that makes sense is simply a page that works, and treating that as an extra stage is how it never happens. Is accessibility included?

Yes, and not as a separate stage. Visible focus, real labels, adequate contrast and a keyboard route through the whole flow are part of the design rather than an audit afterwards.
