A customer who has to leave to find out whether something applies to them frequently does not come back, and the link was cheaper to add than the sentence but costs considerably more. The businesses there sell in a way that makes this requirement structural rather than a preference somebody could be talked out of. None of this is a separate accessibility exercise. A page that is legible in daylight, operable with a keyboard and readable in an order that makes sense is simply a page that works, and treating that as an extra stage is how it never happens.
