Who is allowed to change what, and see it first
The two things worth building are permission and preview.
Permission means the roles reflect what people actually do: somebody writing product descriptions does not need to change prices, and somebody managing stock does not need to edit the theme. Narrowing that is not about distrust — it removes whole categories of accident, and it makes the audit question answerable later. Preview means being able to see a change in place before it is public, which sounds elementary and is missing from a surprising number of stores, so the only way to check how something looks is to publish it and hope. A scheduled publish with a preview link is enough for most businesses: the writer prepares, somebody else looks, it goes live at a chosen time. What is not worth building for a small team is a formal approval chain with several stages, which reliably becomes a bottleneck that people route around by giving somebody full access, and then you have neither the process nor the permissions.

Is narrowing permissions about trust?
No, it is about accidents. Somebody writing descriptions cannot change a price they were never able to reach, and that removes a whole category of expensive mistake without implying anything about anybody. It also means a question about who changed something has a considerably shorter answer.
Why does preview matter so much?
Because the alternative is publishing to find out. A change that can only be checked by making it public means every edit is a small live experiment, and the store accumulates the ones nobody got round to reverting after seeing how they actually looked.
Should we build an approval chain?
For a small team, no. Multi-stage approval becomes a bottleneck, and bottlenecks are routed around by giving somebody full access, at which point you have neither the process nor the permissions. Prepare, one person looks, schedule it — that covers most businesses completely.
