Where does customer data usually accumulate?

Can this be fixed without changing how we work?
Largely. Stripping identifiable fields from logs is configuration rather than a project, and replacing real details with plausible fake ones when a test copy is made happens at the point of copying. Neither asks anybody to remember anything, which is why they hold when a policy would not.
Who decides what counts as sensitive?
Your adviser, not us and not the tooling. What counts depends on your business and what you have told customers, and the automation only enforces the answer. We would rather build to a rule somebody qualified has set than pick a definition ourselves and have it be wrong.
