A trade-in is a purchase you are making from a customer who is describing the goods themselves, which is the whole difficulty.
Value it before you have seen it and you will overpay on the ones that arrive worse than described, which is a predictable share rather than an occasional surprise. Value it after and the customer has already paid full price, so the credit has to be refunded, which some payment methods make awkward and all of them make slow. The construction that works for most businesses is a quoted allowance based on a small number of honest condition questions, applied immediately, with a stated right to revise it once the item arrives and a return-at-our-cost option if the customer disagrees. What the store has to support is the part nobody plans for: an inbound item that needs receiving, inspecting and grading before it can be resold, which is a second inventory flow with its own labour attached. Businesses that treat trade-in as a discount mechanism rather than as a supply line are the ones it goes wrong for.

Should the allowance be given before we see the item?
Usually yes, because a credit applied after the customer has paid full price has to be refunded, and refunds are slow and awkward on several payment methods. Quote from a few honest condition questions, apply it immediately, and reserve a clearly stated right to revise once it arrives.
What happens when the item is worse than described?
Whatever you published, applied consistently. A revised offer with a free return if they decline is the position most customers accept, provided it was stated up front rather than produced at the moment of disagreement. Businesses that improvise this get a reputation for it very quickly.
What do people underestimate about trade-in?
