Contrast is measurable rather than a matter of taste, which makes this one of the few design arguments that can be settled with a number.

The places it fails are consistent: secondary text set in a pale grey, placeholder text used to carry meaning, disabled buttons that give no indication of why they are disabled, text over photographs where the photograph varies, and accent colours used for links on a light background where the brand colour was chosen for a logo rather than for body text. The last is the one that causes arguments, and the resolution is usually a darker variant of the same colour for text while the original stays for large elements. Beyond contrast, readability is set by size and line length: text below about sixteen pixels on a phone is hard work regardless of colour, and a line that runs the full width of a large screen is difficult to track back from. None of this restricts a design meaningfully. It restricts one specific habit, which is treating pale text as sophistication.

Is this really a design constraint?

A small one. It rules out pale grey body text and nothing else — colour, typeface, layout and character are all untouched. Designers who feel constrained by it are usually attached to one particular habit rather than to anything that carries the identity of the work.

What about our brand colour?

Keep it for large elements and use a darker variant for text on light backgrounds. Brand colours are chosen against a logo rather than for body copy, and a slightly deeper version reads as the same colour to everybody while being legible to considerably more of them.

What else affects readability?

Size and line length. Body text below roughly sixteen pixels on a phone is hard work whatever its colour, and a line running the full width of a large screen is difficult to track back from. Both are as consequential as contrast and neither gets measured.
